Jacksonville Annexation Policy

The objective of this policy is to establish an orderly framework for; first, ensuring that urban
development adjacent to the City is brought into the City to ensure the adequate provision of
urban services thereto and remediate infrastructure deficiencies; second, to promote infill and
adjacent development supportive of the City’s financial health and stability and reducing the
incentives for sprawl development; and third, establish a systematic and incremental approach to
future annexations in order to support improved planning and infrastructure development and
inform community expectations.
