Preventative Maintenance
City of Jacksonville’s planned preventive maintenance roadway program is a very important and cost-effective way to extend the life cycle of our roads while reducing the need for routine maintenance. Without a preventive maintenance program, severe cracking, potholes, reduced skid resistance, and rutting that traps water and causes hydroplaning develop at an increased rate as roads age. Preventative maintenance techniques utilized by the City of Jacksonville include:
Slurry Seal Coat
Existing non-structural surface cracking, raveling, weathering and slipperiness can be corrected through a slurry application. Roadway deterioration is greatly reduced and the existing pavement receives a new uniform wearing surface.
Crack and Joint Sealing
As roads age, cracks develop which allows water to penetrate and damage the surface, underlying base, and sub-base layers. A rubberized asphalt material is typically used to fill roadway cracks. This method extends pavement life by slowing the rate of deterioration.
Pothole Repair
It is the aim of Street Division to repair any potholes on City streets reported to us as soon as possible. Please call the Streets Division at 910.938.5333 and provide an accurate location of the pothole.
Utility Cut Program
The City of Jacksonville Street Division is responsible for the repair of all street cuts on City streets made by utility companies such as gas, power and cable. The repair of utility cuts made by private contractors on City streets is the responsibility of the contractor.
City-Maintained Streets and Sidewalks
The City of Jacksonville Streets Division is responsible for maintaining over 125 miles of paved streets, soil roads, and sidewalks along the street system and an estimated 80 miles of storm drainage systems within the city limits.
Streets Division Funding
Funding comes from Powell Bill Funds (tax dollars collected from North Carolina gasoline taxes). These funds are used to pay for most of the daily operations and salaries of the Street Division’s employees. State law is very specific about how these funds are used and an annual report must be submitted to document these expenditures. These funds cover new construction, maintenance of roads, sidewalks, bike trails, and drainage of city streets. Major streets and highways inside of the City of Jacksonville are on the State’s System and are therefore maintained by the State.

Pavement Maintenance
Pavement maintenance is a basic function of this division. They are responsible for the sealing of pavement cracks, potholes, utility cuts, curb and gutters, and sidewalk throughout the city. Whenever a resident notices a pothole, they can call 910.938.5333 to report it for repair. Annual pavement condition inspections are made on all streets. These inspections prioritize which city streets need to be resurfaced first, based on the severity of the conditions and safety factors. There is generally one large street resurfacing or rehabilitation contract completed each year. The Streets Division is also responsible for repairing street and sidewalk cave-ins.
Street Sweeping
Street sweeping is a function of this division. The division’s objective to sweep all city-maintained streets twice each month (approximately 123 miles) and sweep state maintained roads once a month (approximately 31 miles).
